シンポジウムの概要
現在、日本で働く外国人労働者の数は2,048,675人と10年前と比べても３倍近くにまで増加しており、日本が本格的な人口減少局面を迎える中、足元ではむしろ増加速度は増しています。
こうした状況を受け、国立社会保障・人口問題研究所と経済協力開発機構（OECD）は2021年より３年間をかけ、日本の外国人労働者政策について主に国際比較の視点から共同研究を実施してきたところ、今般、シンポジウムを開催し、その成果を報告することとしました。
本研究にて外国人労働者政策として扱われるのは、技能実習や特定技能といったマニュアルワークを始め、「技術・人文知識・国際業務」等の高度専門職、またそのステップとしての留学生など、日本で働くことにつながる広範なルートであり、その結果、本報告は国際機関によるわが国の外国人労働者政策に関する初めての包括的なレビューとなっています。
本シンポジウムを通じて、わが国の外国人労働者政策に関する理解が深まることを目指します。

Aim
Currently, the number of foreign workers in Japan is 2,048,675, nearly three times as many as 10 years ago, and the rate of increase is rather accelerating at present as Japan enters a phase of full-scale population decline.
In light of this situation, the Organization for Economic Cooperation and Development (OECD), in collaboration with the National Institute of Population and Social Security Research, has conducted an analysis of Japan's labor migration policies, in an international comparative perspective. The aim of this jointly organized symposium is to report the results of the OECD Review.
The foreign worker policies covered in this study include a wide range of routes to work in Japan, including manual work such as technical intern and training (TITP) and specified skilled worker program (SSWP), advanced professional jobs such as " Engineers/Specialists in Humanities/ International Services (EHI)," and foreign students as a step in this direction. As a result, this report is the first comprehensive review of Japan's foreign worker policy by an international organization.
Through this symposium, we aim to deepen our understanding of our country's foreign worker policies.
