The 8th National Survey on Family in Japan is conducted by the National Institute of Population and Social Security Research, an affiliated organization of the Ministry of Health, Labour and Welfare. This survey covers foreign nationals residing in Japan. If you are the head of household or aged 18 or older, we kindly request your participation. - What is the 8th National Survey on Family?
- Understanding the basic aspects of Japan’s population and social security is extremely important. The National Institute of Population and Social Security Research conducts a variety of studies using existing statistics, but to obtain more detailed information, it is sometimes necessary to collect data that cannot be gathered through other statistical sources. For that purpose, the Institute conducts its own survey series called the “Annual Population and Social Security Surveys.” This survey consists of five separate studies focusing on the themes of marriage and childbirth, changes in households, functions of the family, population migration, and mutual support among people. This year, the survey focuses on family functions, under the title of the 8th National Survey on Family in Japan. The 8th National Survey on Family aims to examine the functions of families in Japan and to clarify the current situation and factors related to their changes. This survey is conducted approximately every five years, and this year marks its 8th implementation.
- Why is this survey being conducted?
- This survey is conducted to understand the current situation of various family functions—such as childbirth and child-rearing, and support and care for the elderly—and to explore related policy issues. The findings serve as important data for considering future government and local policies that affect people’s daily lives, as well as for understanding the outlook of Japanese society amid the ongoing decline in birthrates and aging of the population. Because of its national importance, this survey is carried out by the National Institute of Population and Social Security Research, a government research institute.
- How are the survey participants selected?
- The households selected for this survey are those residing in areas that were randomly chosen from among the regions covered by the Comprehensive Survey of Living Conditions (2026) conducted by the Ministry of Health, Labour and Welfare. Since it would require enormous cost, personnel, and time to survey all of Japan’s more than 50 million households, this survey adopts a sampling method. A portion of households are surveyed, and the results are used to estimate the overall situation across the country. Households selected for this survey are also asked to cooperate with the Comprehensive Survey of Living Conditions. We sincerely ask for your understanding and cooperation in participating in both surveys.
- What date should I use when answering?
- Please provide information as of July 1, 2026.

- What should I do after completing the paper questionnaire?
- After completing the paper questionnaire, place it in the return envelope provided and seal it securely. You can either hand it to the survey enumerator when they come to collect it, or drop it in a nearby mailbox by Sunday, July 12.
- Is participation mandatory?
- Participation in this survey is voluntary. However, it has been carefully designed using statistical methods to accurately understand family functions throughout Japan. Your response is essential for helping the government develop policies that better address real needs in society. We sincerely appreciate your cooperation in this important national survey.
- Could someone identify me from information such as my date of birth or educational background?
- No. All completed questionnaires are sealed by respondents and must remain unopened until they arrive at our institute. The household lists used for the survey are strictly managed within the National Institute of Population and Social Security Research, and are securely destroyed after the survey is completed to ensure that no information is leaked. Each questionnaire is managed separately from the household list and is identified only by an area code, so it is impossible to identify individuals. Furthermore, it is strictly prohibited to use the survey responses for any purpose other than statistical tabulation. When the results are published, all responses are processed statistically to prevent the identification of individuals.
- When and where will the survey results be available?
- A summary of the survey findings is scheduled to be released around the summer of 2027. The full text of this summary will be published on the website of the National Institute of Population and Social Security Research. After the release, the results are also expected to be covered by newspapers, television, and online news outlets. The final report and detailed statistical tables are planned for publication around the spring of 2028. These materials will be available through the government’s official statistics portal “e-Stat”, as well as on the Institute’s website.
