国立社会保障・人口問題研究所では令和３年度第26回厚生政策セミナーを「国境を越える労働市場と日本」をテーマとして開催する。

　「国境を越える労働市場」（Transnational Labor Market）とは労働力移動が一国内に止まらず、複数の国、地域またがって 成立している状況を指す。財や金融資本市場よりも発達は遅れてきたものの、その歴史自体は古く、19世紀頃には欧米列強の植民地経営などにおいて、 インドや中国、そして日本から数多くの労働者が国境を越えて働きに出たとされる。

　近年、経済活動のグローバル化が進む中で国際移民の数も増加しつつあるが、その中でも重要なのが労働を目的とした移住であり、 その拡大の背景には国境を越える労働市場があることが指摘されている。

　わが国においても例外ではなく、近年急速に増加しつつある技能実習生や、わが国での留学を経てその後日本で就職する者、 また海外の大学を出てから直接、日本で雇用される者の増加の背景には主にアジア地域で国境を越える労働市場が急速に形成されつつあることが指摘されている。

　本セミナーではこうした点について国立社会保障・人口問題研究所が令和元年、２年度と実施した 「アジア諸国からの労働力送り出し圧力に関する総合的研究（第一次、二次）」の成果の報告や、 同分野の研究や実務に関わる専門家から最新の知見を紹介いただき、国境を越える労働市場とそこにおける日本の位置づけ、役割について議論することを目的とする。

Scope of the Seminar

The National Institute of Population and Social Security Research (IPSS) will hold the 26th IPSS Annual Seminar on 2nd February 2022 on the Transnational Labor Market and Japan. The seminar will focus on the results of the first and second projects on "Comprehensive Studies on the Emigration Pressure from Asian Countries" conducted by IPSS in FY2019 and FY2020 and will feature the latest findings from domestic and international experts involved in relevant researches and businesses in this field, as well as a wide range of discussions on the transnational labor markets, Japan's position in them, and future prospects.
