II. Summary of Social Security Expenditure, FY 1999

Social security expenditure in fiscal year 1999 was 75,041.7 billion yen.

  1. Of the three categories, Medical care was estimated at 26,395.3 billion yen and its share of the total was 35.2 percent. Pensions was 39,911.2 billion yen and its share of the total was 53.2 percent. Welfare & Others was 8,735.2 billion yen and its share was 11.6 percent.
  2. Social security expenditure increased by 4.0 percent in fiscal year 1999. The percentage share of the National Income was 19.60 percent.
  3. Social security expenditure per head of population was estimated at 592,300 yen, and the average expenditure per household was 1,653.300 yen.

In the table below showing the social security expenditure by functional category, it is apparent that "Old age" heads the list with 44.8% of the total; "Sickness and health" gets the next biggest portion, with 34.8% which means that these two functional categories have 79.6% of the entire expenditure. Respective percentages for other functional categories are: "Survivors" (7.6%); "Unemployment" (3.7%); "Family benefits" (2.7%); "Invalidity benefits" (2.5%); "Social assistance and others" (2.2%); "Employment injury" (1.4%); and "Housing" (0.2%).

Social security expenditure for the elderly (i.e., retirement pensions, medical care for the aged, welfare services for the aged) was 50,355.9 billion yen. Its share of social security expenditure was 67.1 percent.

Medical care: Total expenditures of Health and Medical Services for the Aged excluding public health measures(e.g., medical check-ups and counseling, etc.).

Subsidies for elderly employees are grants in which, from the viewpoint of promoting continued employment and re-employment for 60 to 65-year-olds, 25 percent of the wages earned by people over 60 years old is provided to elderly people continuing to work whose wage has dropped considerably since turning 60. This grant is provided to elderly people under the age of 65.
