21. Reasons for and description of changes

    The proposed change for the co-payment of elderly from a fixed price to a fixed rate of the cost has been postponed, because of political reasons (Election being held in June 2000, and politicians being reluctant to introduce a change which might adversely affect the elderly, a chunk of voters.)

22. Personal judgement concerning the changes

    By postponing the change, the government has to endure continued and ever increasing subsidy for the medical cost of the elderly. A quick introduction to curve the cost is a must, considering the size of the government deficit.
