    In July 2000, we have reported that "the proposed change for the co-payment of elderly from a fixed price to a fixed rate of the cost has been postponed, because of political reasons (Election being held in June 2000, and politicians being reluctant to introduce a change which might adversely affect the elderly, a chunk of voters.)" The change was now passed as a law in November 2000. The implementation of it started as of Jan. 1st, 2001.

  4. Personal judgement concerning the result

    The change was one of the inevidable actions that the government has to take in order to reduce the medical costs for the elderly. However, there has been some statistics which might indicate that the demand for the medical service by the elderly is not that price sensitive. Anyway, now that the implemention started, we will know the results of the change in some time.
