USERS' CHARGES IN DAY NURSERY FEE
AND POLICY ON REVENUE SOURCE

In this article, the current situation of the beneficial rates in "day nurseries (hoikusho)", one of the solid social welfare systems, was examined, and also day nursery fees were analyzed. The ideal state of beneficial rates as an alternative for policies on revenue sources for social welfare was also discussed. The problem of beneficial rates has been argued for various social welfare services in Japan, and the reason for choosing the day nursery fee is that the problem of day-care service has a close relation to present issues such as the "erosion of the traditional family" "social advancement of women" "shortage in labor force" and the "rapidly declining birthrate". The actual amount of day nursery fee paid varied largely according to residence, and of the attributes of the users of the public day nurseries was described based on the original surveys about actual day nursery fees. As the authority for implementing social welfare services is given to municipalities, there are few national surveys on the aspect of the actual financial situation. This article, which surveyed the present situation of day nursery fees in a wider area, and even though it is limited to the metropolitan area, contains rare information obtained from publicly printed materials.
