Trial Programs by the Agricultural Cooperative Associations --

By Takeo Ogawa*

In Japan, the aging of the population is advancing conspicuously in depopulated areas where is found a notable degree of drain in the young people population. The rate of elderly people living alone and the rate of the households of elderly couples are increasing. For this reason, it is quite likely that care for the elderly will become an issue. We must develop our own unique system for adult care services in the rural Japan, because there are various kinds for conditions which impede the promotion of care for the elderly such as family conscious-ness, means of transportation, difficulties relating to the operation of farmland, the structure of municipality finance, etc. Under these circumstances, we are paying attention to the works on the welfare of the elderly developed by the Agricultural Cooperative Associations. In this thesis, we will introduce the works of the Agricultural Cooperative Associations in various regions of Japan relating to adult care services, and also consider the significance of "the principle of coordination", "the principle of attaching Importance to human activities" and "the principle of opening the door to residents" as well as future challenges. The thesis points out the importance of the development of projects by the Agricultural Cooperative Associations based on research findings of the intentions of the residents in order to satisfy the elderly people in rural areas who are in need of in-home care services, as well as the people who look after them and who need respite care service.
